The Transport Department of up rtowas formed in the year 1945 under provisions of the Section 133A of Motor Vehicles Act 1939. The up rto department functions as the top regulatory body which controls the entire range of activities related to the operations of the passenger and goods transportation motor vehicles including both commercial and private. Through these kinds of regulatory activities, this Transport Department serves as one of the main revenue generators for the exchequer of the state.

The Uttar Pradesh state consists of about 1.2 Lakh Kilometers long motorable roads network and out of this about 20 percent are nationalised. There are around 7000 buses, owned by the state's UP State Road Transport Corporation(UPSRTC), plying on these nationalised routes for the public transport facility. The remaining length of the roads is catered by around 16000 privately operated transport buses, alongwith motor-cabs and maxi-cabs, which are an integral part of the passengers' road transportation services of the state.
